This Instrument Rating Law manual brings together the information from Civil Aviation Rules (CARs), Advisory Circulars (ACs) and the AIPNZ Volumes 1, 2 and 3 relating to the syllabus requirements for the New Zealand Instrument Rating. Although the Civil Aviation Rules have precedence, most of the detailed mandatory requirements and procedures are given in the AIPNZ documents. For example, information on instrument flight conditions and procedures and the meteorological minima for takeoff and landing at aerodromes are give in the AIPNZ. These are given their mandatory status by CAR Part 91. There are frequent amendments to the CARs, ACs and the AIPNZ, so it is inevitable that cases will arise in future where some of the text in this manual may not be in line with the most recent changes to the documents mentioned. For this reason it is important that candidates for the Instrument Rating Law examination study all amendments to the legislation introduced after the date of issue of this manual as indicated on the Title page (page i). Although this book contains a large amount of information obtained from the applicable CAA documents, it is not intended to replace those documents. For that reason it is suggested that candidates access and study the appropriate documents. To facilitate this study, most items of text in this manual are cross-referenced to the actual Civil Aviation Rule or paragraph number in the AIPNZ where the relevant information can be found.
