State Orphanage 17 is an offshoot of the PENAL COLONY NINE series by Velvetglove. It describes the situation on the Mainland after the ‘parasitical 1%’ have been sent to atone for their crimes against the State and its ordinary citizens.

Established by the People's Government as a humanitarian gesture, the State Orphanages serve as a home for some of the many adult offspring of the entitled former-elites. Number 17 is one catering to young female adults (18-21) who are magnanimously spared the colonies but who require a certain amount of ‘Thought Reform’.

Once enrolled in the Orphanage's strict but fair system, the girls are both re- re-purposed to begin their new, fulfilling roles as obedient housewives to some of our most dynamic, young, blue-collar entrepreneurs. The curriculum will include basic housekeeping, cleaning, cooking, and of course, sexual techniques. All essential skills necessary to keep any man happy in a relationship.

The young ladies are also taught basic collectivist history, and are encouraged to keep up to date with their duties and responsibilities regarding the many new regulations designed to ease their own lives and those of their less entitled citizens. As a part of their re-education the girls are required to serve their communities in any manner deemed appropriate by the State.
