We must determine whether the Meyers-Milias-Brown Act (MMBA)*fn1 requires  local public agencies to "meet and confer" with representatives of a recognized employee bargaining unit before eliminating employment positions in that bargaining unit and reassigning the duties  of those positions to employees outside the unit.
