By examining the key lessons from all insurgencies since World War II, the author finds that most policymakers repeatedly underestimate the importance of indigenous actors to counterinsurgency efforts. The author argues that successful counterinsurgency requires effective indigenous security forces, especially police; a viable and legitimate local government; and the suppression of external support for insurgents.
